Dear Mr. Keppler:
The following is in response to an inspection conducted by Mr. J.
L.
Barker on May 1 - June 1, 1979 of activities at Dresden Station Units 1, 2 and 3.
Reference (a) indicated that one item appeared to be in noncompliance with NRC requirements.
Technical Specification 3.9.A.5 requires that both.he Unit 2 and the Unit 3 250 volt batteries must be operable prior to startup of a unit.
During the startup of Unit 3 on Apr 1 24, 1979 the Unit 2 battery was being recha 3ed afte. a refur ling out-age discharge test.
Although the battery could have been used if required, the battery output breaker was not properly aligned to the battery bus.
The equipment checklists which are used prior to startup to insure the correct system lineup had been completed, but the subsequent reviews of those checklists were inadequate to insure corrective action was taken to restore the lineup to its prescribed condition prior to the actual unit startup.
Because of our continuing concern that our nuclear stations operations be performed safely and technically, we have initiated a review of the incident in accordance with the guidelines of our Profession-alism Pro 3 ram.

Attachment "A" to this letter provides our response to the item.of noncompliance indicating the corrective action taken and date when compliance was achieved.

NRC Docket No. 50-10 50-237 50-249 COMMONWEALTH EDISON ATTACHMENT A RESPONSE TO NOTICE OF VIOLATION The item of noncompliance identified in Appendix A with the NRC letter dated June 15, 1979, is responded,to in the following paragraphs.
1.
Unit 3 Technical Specifications Section 3.9.A.5 requires that the reactor shall not be made critical unless the two station 250 volt batteries and a battery charger for each are operable.
Contrary to the above, on April 24, 1979, the Unit III reactor was made critical with the Unit II 250 battery not operable.
Corrective Action Taken and the Results Achieved The Unit 2 250 volt battery to bus breaker was immediately closed, and the breaker and copper links for the Turbine Bldg. 250 VDC MCC No. 3 to Reactor Bldg.
250VDC MCC No. 3 were opened and re-moved respectively on discovery of this problem.
This action restored the 250 VDC system to the normal lineup in accordance

with Technical Specification 3.9.A.5.
Corrective Action To Be Taken To Avoid Further Noncompliance All personnel involved with this event have been admonished of their error and reminded of the importance of proper checklist review.
In addition, an On-Site Professionalism Committee will review this event to ensure by independent review that the correc-tive actions taken are adequate.
The startup checklists, DGP l-S1 and DGP l-S2, have also been revised with the addition or a caution, which defines battery operability with respect to the battery to bus breaker alignment.
These actions should prevent recurrence in the future.
Date When Full Compliance Will Be Achieved Since the procedure revisions to DGP l-S1 and DGP l-S2 have been reviewed, approved and distributed, full compliance has been achieved.
