NRC letter 9 July 1979 Gentlemen:

The Protective Packaging Division of Teledyne Energy Systems requests reconsideration of the application denial set forth in reference (a).

The reason for this request is that the submission of additional information has been delayed by the logistics and informational exchange problems arising from.the acquisition of PPI by Teledyne Energy Systems and the physical move of the company from Louisville, Kentucky to Timonium, Maryland.

We are attempting to comply with your suggested remedies in several wayc.

First, it appears that our new solidification process will permit us to reduce the liner design to one standard model, rather than the three presently design d.

We plan, then, to use that single model as a basis for the application.

Secondly, we will run another drop test; this time we will attempt to drop the loaded liner on its upper welded edge.

The penetration test will also be conducted, concentrating on the fittings in the liner head.

It is our understanding that PPI did conduct a hydrostatic test at one time in Louisville; we are attempting to locate that documentation.

To answer the questions posed regarding adequacy of the shipping shield, we will undertake to construct a mathematical model for further analysis.

If a continuation of review'is granted, we expect to be able to provide responses to the NRC review prior to 10 '^bar 1979.
