Statement of Corrective Action for Non-Compliance Items Identified In IE Inspection Report No. 50-409/79-13 DEFICISNCY:

10 CFR 71.62 requires that certain recorde be maintained for ship-mente of greater than type A quantities of radioactive material.

The required recorde include the results of the foltooing determin-atione required by 10 CFR 71.54:

(1) the packaging has not been significantly damaged; (2) the closure of the package and any seating gaskets are present and are free from defects; (3) the pack-age has been loaded and closed in accordance uith uritten procedures.

Contrary to the above, recorde ucre not available to substantiate that determinations of packaging damage, package closure and seat-ing device status, and package loading and closing in accordance with critten procedures, had been made for three type B shipmente over the period from Junc 1978 through the dates of this inspection.

DPC RESPONSE:

The Health and Safety Supervisor personally supervised the prepar-ation and loading of each of the three shipments of Type B material referenced above.

The condition of the package and closure devices were observed to be acceptable.

Written procedures do exist for loading and closing each package of radioactive material shipped by Dairyland Power Cooperative.

Those procedures are in process of revision to include specific steps to ensure the requirements of 10 CFR 71.54 and 10 CFR 71.62 are met.

Documentation checklists will be provided as required for any future shipments.
