0AK RIDGE NATIONAL LABORATORY (0RNL) PROPOSAL (80279)

By this memo you are requested to revise the current statement of work (50W) for contract FIN No. B0279 and to extend the period of performance from September 30, 1979, to December 31, 1979.

This is required since work identified as likely being completed in FY 79 will not be completed until the first quarter of FY 80. This stretchout of work has resulted from the Commission determination on May 15,1979, that the recent Mill Tailings Act requires NRC to license mill tailings directly in Agreement States, whereas heretofore NRC involvement in Agreement State cases has consisted of giving technical assistance to States. This affects the degree of effort required by ORNL to complete the tasks identified in the current S0W. The 50W description of tailings should be revised as follows to reflect this change:

itens 5 and 6 under paragraph 2.0 a (Bokum and Gulf Projects) should require that " environmental impact statements," instead of " tailings management appraisal reports," be prepared.

In making this change you are also requested to immediately authorize

$139,000 to enable ORNL to continue work already in progress while the Form 189 is being prepared and rev
