SUBJECT:

SAFETY EVALUATION OF WCAP-9485 The staff of the Nuclear Regulatory Comission has completed its review of the Westinghouse Electric Corporation topical report WCAP-948f (Proprietary) entitled "PILADON - Westinghouse Nodal Ccnputer Code" submitted April 6,1979.

WCAP-9486 is the non-proprietary version of WCAP-9485. A summary of our safety evaluation is enclosed.

As a result of its review, the staff has concuded that WCAP-9485 acceptably qualifies the PALADON Code for calculations of isothermal temperature coeffi-cients, control rod bank worths, fuel assembly povers, critical boron concen-trations, dropped control rod bank peaking factors, dropped single rod peaking factors, and N-1 rod worth. Accordingly, topical report WCAP-9485 is acceptable for reference in license applications to identify the PALADON Code as an accept-able method for calculating these quantities. WCAP-9485 contains -insufficient inQrmation to qualify PALAD0N Code for calculations of axial or three-dimensional po.cr distributions or for calculations of xenon transients.

Topical report WCAP-9486 is an acceptable non-proprietary version of WCAP-9485.

When either WCAP-9485 or WCAP-9486 is desired to be used as a reference, both the proprietary version and the non-proprietary version must be referenced.

In accordance with established procedure, it is requested that Westinghouse issue a revised version of these reports within three months of receipt of this letter to include the NRC acceptance letter, the enclosed evaluation, and any changes resulting from the review.

We do not intend to repeat our review of these reports when they appear as references in a particular license application except to assure that the material presented in these reports is applicable to the specific plant involved.
