Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 I6E Bulletin #79-06C In Reference (1), Northeast Nuclear Energy Company (NNECO) was requested to provide additional information relating to reactor coolant pump (RCP) operation under various transient conditions. In response to that request, the following additional information is provided:

(1) Applicable plant procedures have been revised to instruct plant operators to immediately trip all operating RCP's upon reactor trip and initiation of HPSI caused by low RCS pressure. Two, licensed operators are in the control room at all times during operation to accomplish these actions as required.

(2) A series of LOCA analyses for a range of break sizes has been performed by the Combustion Engineering Owners' Group. A report summarizing the results of the analyses (CEN-115P) will be submitted by the CE Owners' Group on August 29.

(3) The CE Owners' Group has developed guidelines which were submitted to the NRC in CEN-ll4P. The analyses provided in response to It.em 2 require revisions to the guidelines previously submitted with respect to RCP tripping af ter HPSI initiation. The re aed guidelines are included in the August 29 submittal.

(4) Revisions to the plant procedures and licensed operator training will be implemented upon NRC concurrence with the guidelines contained in CEF-ll5P.

Long -Term Action NNECO's current assessment is that automatic tripping of the reactor coolant pumps (RCP's) is not a required function. Subsequent analytical efforts or alterna-tive methods of addressing this concern remain viab1.e options. NNECO proposes that this item be discussed with the NRC Staff following their review of the Owners' Group submittal.
