Gentlemen:
Our submittal of June 22, 1979 on the above subject stated that results of tests performed on Youngstown piping would be submitted by September 1, 1979.
These tests were to show that a centerline lack of penetration (CLP) defect is unlikely and that should a minor CLP exist, the pipe would still be expected to withstand the full working pressure allowed by the ASME Code.
This letter is provided toward that end by infonning you that the findings of these tests were presented to the NRC 0.ffice of Inspection and Enforcement at Bethesda, Maryland, on August 15, 1979, by representatives of Bechtel Power Corporation. It is the understanding of Arkansas Power and Light Company that no immediate decisions were reached.
However, Mr. R. W. Rutherford (NRC-I&E) stated that Bulletin 79-03 will be modified to reflect information collected since its issue.
There-fore, we rec,aest a delay of our final submittal on the subject bulletin until we have had an opportunity to review the forthcoming revision.
