The subject bulletin is not consistent with NRC practices in which the purpose of a bulle-tin is stated to be that of cor=unicating information to or obtaining informa-tion regarding safety, safeguards or envi ronmental significance.
Although Consumers Power Co=pany requests that IE Eulletin 79-16 be withdrawn, additional information is provided as an attachment.
As the attachment concerns subject matter which is exempt frc= disclosure ac-cording to Section 2.790(d) of the NRC's " Rules of Practice, Part 2, Title 10, Code of Federal Regulations," it is requested that the attach =ent to this letter be withheld frc= public disclosure.
