Gentlemen:
Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos.1 and 2 Adecuacy of Station Electric Distribution System Voltages In Reference (1), Northeast Nuclear Energy Company (NNECO) and Connecticut Yankee Atomic Power Company (CYAPCO) were requested to:
(1) " determine rnalytically if, assuming all onsite sources of AC power are not avr idle, the of f-site power system and the onsite distribution system are M sufficient capacity and capability to automatically start as well as operate all required safety loads within their required voltage ratings in the event of, (1) an anticipated transient (such as a unit trip) or (2) an accident (such as a LOCA) regardless of other actions the electric power system is required to automatically initiate and without the need for manual shedding of eny electric loa k."
(2) To assure their validity, verify the analytical results by tests, providing the method for performing this verification and the test results to the NRC Staff.
(3) Review the electric power systems at the Millstone and Haddam Neck Sites to determine if any events or conditions exist which could result in the simultaneous or consequential loss of both required circuits to the offsite network.
NNECO and CYAPCO have determined that additional time is required to formulate the responses requested by Reference (1) based on the following: ii36 325 7 9100 a 0 3V7
(1) members of the Northeast Utilities Service Company (NUSCO) Staff involved in addressing Reference (1) were involved in emergency restora-tion of electrical service in the af termath of the passage of tropical storms through the Northeast Utilities' service region:
(2) the current heavy workload created by numerous NRC Sta ff requests; (3) the scope of the Reference (1) requests involve a broad spectrum of subtasks which require significant manpower resources, especially since three unique operating units must be addressed.
Therefore, it is the intention of both NNECO and CYAPCO to subrit the response requested by Reference (1) on or about November 15, 1979. This matter was discussed in a telephone conversation with the NRC Staf f on September 26, 1979.
