SUMMARY

OF ENVIRONMENTAL PROTECTION PROGRAM dESPECTING CONSTRUCTION OF GRAND GULF NUCLEAR STATION UNITS 1 AND 2 FOR SIX MONTHS ENDING APRIL 30, 1978 At the end of April, 1978, construction of Units 1 and 2 was 66% and 4% complete, respectively. Emphasis on Unit 1 construction continues to be directed towards closing in of the auxiliary building, completion of the containment building interior structures in preparation for dome set, turbine-generator erection, reactor internals installation, and installation of the bulk commodities (piping, raceway, and cable).

The Unit 2 containment basemat concrete placement was completed in December, 1977 and work has begun on the auxiliary building and turbine building slabs.

VEHICULAR MOVEMENT There were no "off limits" violations observed during the reporting period.

DUST CONTROL There were no incidences of excessive dust observed duriag the reporting period.

SMOKE CONTROL No excessive smoke violations were observed during the reporting period.

EROSION CONTROL Rain occurred on fifty-six (56) separate occasions during the reporting period with an accumulated rainfall of 23.73 inches. Additional rainfall was observed during January and February but not recorded

EPP Summary Six Months Ending 4/30/78 due to equipment malfunctions which have since been corrected.

Runoff samples were collected on seventeen (17) of these instances and returned to the laboratory for suspended solids analysis.

Additional runoff was observed on two (2) other occasions but no samples were taken t'cause either the 24-hour time limitation had elapsed over the weekend or there was an equipment malfunction.

Severe erosion was ob erved behind the Carpenter Shop adjacent to Sed iment Control Basin "A" after haavy rainfall on November 28, 1977.

This area was repaired on December 16, 1977. Erosion was observed in March near the southeast side of the switch-yard and also at a drain between the upper and lower northwest laydown areas.

Repairs have been completed in these areas.

In addition to the aforementioned erosion repairs, the feasibility of removing the energy breakers in Basin "B" is being investigated because of a continuing siltation problem.

NOISE CONTROL There were no noise control violatior.s during the reporting period.

Mississippi Power & Light Company has continued to observe noise levels and found that construction activities have not reached such noise-producing levels as to warrant resumption of noise level surveys.

CHEMICAL AND SOLID WASTE CONTROL Thirty-seven (37) chemical and solid waste violations were observed during the six-month period. Thirty-one (31) of these violations involved oil spills, four (4) involved the improper disposal or storage

s EPP Summary Six Months Ending 4/30/78 of solid waste, and two (2) involved chemical spills. With the exception of two (2) spills in April, which were reported to the U. S.

Coast Guard National Ecsponse Center, all substances were cleaned up immediately with r.o chemicals or oil reaching site streams, lakes or the Mississippi River.

On the night of April 3, 1978, a bulk fuel tank which was being moved from the floodplain to higher ground developed a severe leak.

Over one hundred gallons of diesel fuel was released into the flood-water at the northernmost end of Hamilton Lake.

Containment and cleanup operations did not begin until the spill was discovered by MP&L on the morning of April 4, 1978.

Cleanup of this spill was completed by April 5, 1978.

A chemical spill of undetermined magnitude was observed the morning after tornadic winds hit the site on the night of April 17, 1978. Tha spill originated in the batch plant area and appeared to be a, merete additive.

The material we released into the main drainage ditch which forms the upper end of Sediment Basin "B" which is connected to Site Stream "B".

Due to the nature and timing of the spill, there were no containment or cleanup actions which could be initiated. No adverse affects to aquatic life were detected.

DEWATERING Only three (3) wells showed water level changes of three feet or more.

Well number OW4A showed increases of 4.7 and 3.7 feet in November and February, respectively. Well number OW4 showed an increase of

Both of these wells are located in permeable alluvial deposits which are hydraulically connected to the Mississippi River.

Well number OW202 which had been dry since September 16, 1977 showed a reading on December 9, 1977 which corresponded to the last recorded reading in September.

Readings taken since that date have been consistent with readings prior to the dry period.

The reason for the three month dry period at well number OW202 has not been determined.

VEGETATION Monthly vegetation surveys were made around the site periphery to detect vegetational stresses due to construction activit ies.

No obvious abnormalities which could be attributed to cont

However, tornadic winds on April 17, 1978 severely damaged approximately 400 acres of hardwoods.

Pulpwood crews have been brought in to scrap selected downed areas of timber.

TRANSMISSION LINES Semiannual post-construction surveys were conducted on both the GCNS-Franklin 500 KV and the 115 KV Port Gibson transmission lines on December 6, 1977 and April 26, 1978.

Erosion areas reported in the May, 1977 survey had been repaired prior to t'ae December, 1977 survey.

In general, both lines are in excellent shape except for a few isolated erosion areas identified in the last two surveys which will be repaired during this growing season.
