Dear Mr. Carlson:
In your letter to the U.S. Nuclear Regulatory Commission dated August 26, 1
1978, you indicated that you had read a copy j
the Federal Register notice (copy enclosed) o f the newspaper report of 1
the receipt of the applicatiori for the Grand Gulf facility operating license, the availability of applicants' environmental report, the consideration of issuance of facility operating licenses, and the opportunity for hearing.
You indicated that on presentation of the newspaper clipping at the designated local public docket room, the Federal Register notice and other documents were not available.
As you stated, only t'a Environmental Report and the Final Safety Analysis Report (FSAR), as amended, prepared by Mississippi Power and Light Co. were available.
You did not have an opportunity to verify what would be appropriate in a petition to intervene and a request for a hearing concerning the operation of this plant.
Your letter also indicated that you intended to present a petition or statement against issuance of operating licenses for the Grand Gulf facility for the Commission's consideration and retention in the record.
You are opposed to issuance of operating licenses for the Grand Gulf facility because of the production of radioactive wastes and your view that there is a potential hazard to health and safety and a potential danger to national security from operation.
In our telephone conversation on September 14, 1978, you indicated that you did not intend to file a formal petition to intervene or request a hearing in accordance with the Federal Register notice published on JLly 28,1978.
