PROVISIONAL OPERATING LICENSE NO. DPR-45 IE BULLETIN NO. 79 SEISMIC ANALYSES FOR AS-BUILT SAFETY RELATED PIPING SYSTEMS

Dear Mr. Keppler:
The subject bulletin (Reference 1) requested that certain information be submitted to ascertain that the seismic analysis input information conforms to the actual configuration of safety-related systems.
Reference 2 discussed seismic design of LACBWR in relation to Safety Guides 12 and 29 dated June 7, 1972.
Reference 2 committed the licensee to proceed with seismic analysis of those piping systems which are required for reactor safety, in order to determine the type and location of additional seismic restraints.
Seismic analysis was completed on Feedwater, Main Steam, Forced Recirculation and the suction and discharge of the High Pressure Core Spray piping systems.
Since LACBWR is operating under a provisional operating license (POL),
a request for a full term license (FTL) was made by Reference 2.
The request for a FTL is being reviewed under the USNRC's Safety Evaluation Program (SEP), which when completed, will provide an adequate safety basis for making a decision regarding, granting of an FTL.

Currently, there is no site specific seismic design basis for but DPC is continuing with seismic analysis of essential
- LACBWR, piping systems, and components building structures, equipment, based on the_ guidelines of the NRC Standard Review Plan, Section 3.8.4.
With regard to Items 1, 2 and 3 of IE Bulletin No. 79-14, the input information for the seismic analysis will be the actual including the pipe run geometry; configuration of system components, location and clearance; pipe embedments and pipe support design, attachments; and valve and valve operator locations and weights, as the information is needed for each system analysis under the SEP.
With regard to Item 4 of the bulletin, there are no bases for non-conformances, as the seismic analyses on the four above mentioned systems was done for information and evaluated to a design basis earthquake that is not site specific.
