Dear Mr. Eandrie,

I am writing to you concerning the proposed decontamination of Commonwealth Edison's Dresden I reactor at Morris, Il. this coming November.

As you know this is an experimental procedure with no guarantee of_ success.

I live downriver from the Dresden p' ant and feel that my community could be adversely affected by any acciderts during this cleaning process.

There are so many questions that need to be answered before Con Ed should be allowed to proceed.

To let Com Ed undertake ~ this difcontamination without filing an Environmental Impact statement seems like the height of irresponsibility to me.

The NRC shorld definitely demand sub-mission of an Environmental Impact statenent by Com Ed, to de otherwise would be en injustice to the citizens of Illinois.

What is the substance to be used in the decontamination?

Com Ed will only asy that it contains the Dow chemien1 NS-1.

What is NS-1?

How dangerous is it to the environment and the people working with it?

Will the pipes be able to stand the tremendous corrosive properties of it?

What will be the con-sequences of it causing a weakened weld to give way?

If the decontanination should succeed with no accidents this solution will be highly radioactive.

Where and how will this waste 'ce stored until it ic removed from the site?

How will it be N

Does this colrosive substance contain chelating agents?

If so, how will it be disposed of?

In view of the waste leaks at Hanford, Wa., Maxey Flats, Ky., and Sheffield, II. can such a solution be disposed of safely?

Can anyone guarancae that it will not work its way into the eco-system?

What precautions h vee been taken to insure the safety of people living in the Morris area?

Has there been a plan submitted to evacuate the residents in the event of an accident?

Is there any possibility of any montamination getting into the Illinois river?

If so, what will happen in cities downstream that draw their drinking water from the ri.ver?

All things considered this is a very hazardous undertaking.

Estimates of the cost of the decontamination have been placed at over S400 million.

Who will bear this cost?

Will the citizens of Illinois bear the cost?

Will Com Ed ratepayers bear the cost?

Will Com Ed alone bear the cost?

How long will this cleaning extend the operable life of the Dresden I plar How much elec-tricity will be generated in'that extended period?

Will the net gain in electricity be worth the estincted SkOO million cost?

The most important ques tion to be answered is how will this decontamination affect the health and safety of the citizens and environment of Illinois?

Second to tha t is what will be the con-sequence of not decontaminating the Dresden I plant?

In closing, on behalf of the people of Illinois, I implore you to request-no-demand, the submission of a detailed Environ-me:.tal Impact statement.

I have a right to have my ques tions answered and so does every man, woman and child in Illinois.
