p Cear M. Heyle:

A I recei ed your seccnd notice of an :rder delaying the't' a in which the "en issien 27 deter.ine vhether to rcview tne July 12, 1979 Decision o the Director _cf Inspecticn and Enforcenent cencerning the..:olf Chek 3ase Mat. I hepe this is not just an idle gesture, or dela-- for time to allcw the utility to werk full speed anead to get as =uct: ce=plete as pessible, knc ing that there nay be a point at.which they will not be forced tc turn br.ek.

~~~
I, personally, have no positive feelings about any decisiens that
'the Nuclear Regulatory Cc--ission =ight =ake.
I feel ve:y s-trengly that the ' record shows that the N.E.C. has overlooked whatever is necessary to allow the utilities to go ahead with their plans-and I feel. that this will ha: pen in the Wolf Creek case also, although I do feel that the cencrete is far below the standard that should be recuire.1 on something d
so c:. cial as the safety features of a nuclear pover pht.
The Kansas Euilding and Trades Unicn has filed a request fith the Gcvernnent Accouniing Office for an investigatica into the handling of the ~!olf Creek prcble= with the base nat, and I knew that many of the anti-nuclear organizations in Kansas have also signed a letter of recuest asking for investigation of N.R.C. in general, and Division 17 at Arlingten, Iexas, in particular, concerninig the investigation of.' dol.f Creek ~ concrete. ~ 3..,
proble=s..I feel a lot of taxpayer money and ratepayer. =cney has been wasted "pla--ing ga=es."
The N.R.C. is going to be forceci, sooner or later, to respond to the wishes of the people. That time may. be N31
'de expect the N.E.C. to step ;-c=cting nuclear power and start protecting the public, as was the intent her s.Z.C. was split.
