Dear Mr. Keppler:
We recently received the IE Information Notice No. 79-20.
We have been pleased to receive thess notices as they can only help our operations.
This specific notice has been circulated to all licensed operators and to those presently in a training program.
However, in this notice there is an error in your reference to 10 CFR 50.54 (i) in that part of this section is deleted.
Specifically the deletion is "Except as provided in 5 55.9 of this chapter,"
Part 55.9 allows the manipulations of the controls by (1) students for training in a nuclear engineering course and (2) individuals who are training to qualify for an operator license.
Furthermore, the definition of an operator states that "an operator is deemed to manipulate a control if he directs another to manipulate a control."
Just thought I would notify you of this since several questions concerning same have been brought up at our facility.
