Dear Mr. Tarnoff:
Enclosed please find an amendment request to license XUO8460 from Edlow International Company to increase the amount of material to be exported to BNFL, United Kingdom for conversion purposes. Edlow requests that the quantity to be exported be increased from 1,000,000 kilograms of uranium contained in 1,180,000 kilograms of U308 to 5,000,000 kilograms E
of uranium contained in 5,900,000 kilograms of U308, or an increase of 4,000',000 kilograms of uranium contained in 4,720,000 kilograms of U308.
Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures and from the overall perspec 've of the Executive Branch, as to whether the issuance of the requested c.or.dment would be inimical to the common interests of the United States, including the comon defense and security, and whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
