Dear Mr. Helfrich:

Enclosed please find an application from Transnuclear, Incorporated for a license to export 86,004 kilograms uranium enriched to 4.0% uranium-235 for use as reload fuel for the Isar (XXI) reactor in West Germany.

Before taking action on this license application, we would appreciate your views, in accordance with estabiished procedures and frem the overall perspective of the Executive Branch, as to whether the issuance of the requested Ticense would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meet: the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-Proliferation Act of 1978.
