SUMMARY

- PEACH BOTTOM CONTAINMENT PURGE / VENT VALVES On August 24, 1979 members of the Staff met with representatives of Philadelphia Electric Company in Bethesda, Maryland. The meeting was held for the purpose of informing the staff of any unique design features and operating requirements for the Peach Bottom Unit 2 and 3 purge and vent valves. A copy of the agenoa and a list of attendees are attached.

The licensee provided information on the design arrangement and manu-facturer data for the purge and vent valve assemblies. Based on informa-tion provided to the licensee by the manufacturer, PECo has closed these valves and their use is restrictea uy F iant Management.

During power operation drywell venting is accomplisheo either through the one inch vent valves or by " batching" through the 18-inch valves (such that at no time are both 18-inch valves open). The principle use of the 18-inch valves is for inerting and deinerting the containment.

In this situation, cpening of the salves is restricted to 37 degrees open to assure that they will close against post-LOCA pressures in less than 5 seconds. This restriction on opening is accomplished by an adjustment of the control system. The operational implications of this restriction are that the time for inerting/deinerting has been increased by a factor of 3.

The licensee discussed the electrical control, actuation and bypass capability. He demonstrated with electrical schematics that ' solation signals to the 18-inch valves cannet be manually overridden. The capability exists to override the '3alation signal to the one-inch vent valves for purpose of post-accident hydrogen control.

The staff indicated that action on the PECo amendment request (dated July 31, 1979) in response to the DOR letter (dated November 29,1978) will be delayed pending the development of s aff re irements for valve operabili ty.
