Dear Es. Eytchison:
Your nailgraa of dune 27, 1979, to Mr. Harold Denten, cencerning the concrete in the base cat at kolf Creek, has been referred te r.e fer a reply.
In ycur mailgram, you recuest that we not approve construction of the 1.olf Creek reactor (building) viithcut further tests on concrete (in th'e base rat).
At the time ycu sent ycur mail ram, there was no construction in prcgress in the 9
reactur building due to a voluntary held the utility had ir.pcsed since December 1975 until tne r.atter of the base mat concrete could be resolved.
During the time tnat construction >;as on hold, the utility performed acditional tests anc analyses for the base mat to deacnstrate that the cat does meet the previously approved design criteria for the reactor building.
In addition, the Corps of Engineers performed an incependert analysis of the base mat concrete at our request.
We have now caapleted our evaluation of the tests and analyses perforr.ed by the utility and the Corps of Engineers and the results of our evaluation are discussed in a document, dated July 12, 1979, Le are enclosing a ccpy of this doctr:ent for your information.which has been mad As stated in the document, we conclude that the base mat concrete strength has not retrogressed, that the strength of the base mat reets the original design criteria in the Wolf Creek P.SAR, and that the mat will withstand the specifieo cesign loads and loading I
combinations without impairment of its structural integrity or its safety function.
