Dear Chairman Hendrie:
I am Special Nuclear Counsel for the Township of Lower Alloways Creek.
Based on the evident grossly inadequate radiological monitoring program at Three Mile Island, pre and post accident, the officials of the Township of Lower Alloways Creek are extremely concerned about the licensing of Salem #2 for operation.
The Township is presently negotiating a contract for its own independent monitoring program.
However, the responsibility for an adequate monitoring program should be primarily that of the operating utility.
I respectfully request one of two courses of action: 1) the operating license review procedure on Salem #2 be expanded to permit an evidentiary hearing on the adequacy of monitoring at Artificial Island prior to an operating license being granted for Salem #2; or 2) An Ad Hoc Committee be appointed to determine the adequacy of monitoring at Artificial Island prior to an operating license being granted for Salem #2.
