Dear Congressman Daniel:
This is in response to your letter to the Chairman and other Commission staff regarding the potential applicability of a " kite anemometer" developed by Approach Fish, Inc. of Clifton Forge, Virginia.
We have reviewed the abstract provided by Approach Fish, Inc. which suggests the netd to have micro-meteorological data at power plant sites. This question, including the need for independent Nuclear Regu-l latory Coninission (NRC) data, is presently being evaluated by a special NRC Task Force and the NRC staff. We would note, however, that even if it were determined that bette micro-meteorological data is required, there are several methods available for developing such infonnation, including towers and balloons.
Since the NRC does not nonnally specify the type or make of equipmer.t used by its licensees, we would suggest i
Approach Fish, Inc. contact the utilities directly.
We have enclosed a report listing nuclear power plants being designed, built, or operated in the United States which might be of help to them in making such contacts.
The NRC also is considering the desirability of having meteorological instruments on hand for possible use in a Three Mile Island type of incident. Should this review determine that instrumentation is needed for such an eventuality, specification of the characteristics of the instruments and designation of the operators of the system would have to be determined. Our Office of Nuclear Regulatory Research is aware of the characteristics of the Approach Fish, Inc. " wind anemometer."
Further, the results of an upcoming intercomparison test, near Boulder Colorado, af meteorological instrumentation will be made available to us.
We understand that Approach Fish, Inc. will participate in that test.
