Dear Mr. Regan ,

In the Matter of the Appliestion of ) Dockets Nos. STN 50-518 Tennessee v alley Authority ) STN 50-519 TTN 50-520 STN 50-521 During the construction licensing for the Hartsville Nuclear Plants.

TVA agreed to perform drift deposition studies associated with cooling towers' operation. These commitments were addressed in Section 6.1.4.1 f of the construction permits for the Hartsvilla Nuclear Plants. In previous correopondence to you from J. E. G111 eland dated September 15, 1978, we enclosed an assessment supporting the conclusion that TVA believes addi-tional studies made to estimate and evaluate drift desposition impact are no longer necessary. Therefore, with your concurrence, TVA does not plan to conduct any drift deposition studies for the Hartsville Muclear Plants.

In accordance with the requirements of 10 CFR Part 170.22, we have deter-mined these proposed amendments to be class III for unit 1, and class I for units 2, 3, and 4. These classifications are based on the facts that the proposed amendments involve a single environmental issue which does not involve a significant hasard consideration for unit 1, and the proposed amendments for unite 2, 3, and 4 are duplicates of the unit 1 proposed amenA= ant submitted by this latter. The remittance for $5200 ($4000 for unit 1, $1200 for units 2, 5, and 4) is being wired to the NRC attention:

Licensing Pee Management Branch.

Very truly yours, TENNESSEE VALLEY AUTHORITT L. M. Mills, ger Nuclear Regulation and Safety Subscribed and sworn to before me this JMday of September 1979.
