By my letter of August 6, 1979, we submitted a requested amendment to license DPR-68 in the form of proposed techn$c.al specification changes to facilitate unit 3's second refueling. Enclosed are 40 copies of the IDCA analysis which serves as further justification for the proposed amendment. This analysis was performed for Browns Ferry Nuclear Plant unit 3 with LPCI modifications. Since the enclosed material is further justification for a preposed amendment, it is our opinion that the provisions of 10 CFR Fert 170.22 do not apply.
