\\QNRC Sir:

is Please include thoce comments off the (raf t report,"Ascuing the

/

Availability of Funds for Decommissiondng Nuclear Facilitics"in the record.

"y first coment is that this report la poor fiction.

Page 19 Interest ra te 8%

Utility ri ncount a

nate 10p Inflation Rate 8%

Tan Rate 48%

Obviously anybody viho doecn' t knove about double digit inflation is not living in the present.

Te have had coveral years of double digit inflation and no rencon to nec a slovi up in inflation in the future.

In f ac t the residen t's National Enert;y Plan II predicts an incroace in energy cocts of 300% to 400j by 2000AD.

You may be able to act aloan at 8%.

However, to get interests payments of 8%, you would have to invest your nonej: very wicely.

I do not knou of any invoutment house or chhene which has

/

produced 8% consistently fordecades.

Further idis report ignores 'the possibility of major changes in our Society.

V,'e could not afford deconaidstoning during a major war.

'ilhat if th, nonny cupp1y is nationalized?

(God forbid-that's Co.nunion.) How can wk, r{ake the Federal Government honor alty decommissioning agreements?

This would be a very major change, but there could be nany rainor changes which can affect investment returns just as catastrophically.

F6r instance, GPU faces bankruptcy over the TMI accident. Dedicated finds would be undedicated as fact au possible to obviate the podsibility of bankruptcy.

The assurances in this report hold for a very enall set of circumstances which do not fit the real world.
