Dear Ms. Johnsrud:

This is in response to your June 29, 1979, reo.uest on behalf of the Environmental Coalition on Nuclear Power filed under 10 CFR 2.206 of the Comission's regulations to initiate a show cause p.oceeding '.o revoke pennanently the operating license for Three Mile Island Nuclear Station, Unit No. 1.

As you may be aware, since the date of your request, the Comission on July 2,1979, issued an Order that TMI-l remain in its presently shutdown condition until further order of the Commission itself.

The July 2,1979, Order provides for a hearing to precede any restart of the facility.

At that hearing it will be detemined whether there is reasonable assurance that the facility can be operated without endangering the he,alth and safety of the public.

Accordingly, it is premature at this time to consider further your precise request for permanent revocation of the TMI-l license.

However, should you desire to pursue this matter you might consider submitting a petition to intervene in the hearing ordered by the Commission.

The pro-cecures to govern that hearing will be specified within 30 days of the July 2,1979 Order.

A copy of this decision will be placed in the Comission's Public ' _ument Room at 1717 H Street, N.W., Washington, D.C.

20555 and the local public document room for the TMI-l facility at Government Publications Section, State Library of Pennsylvania, Box 1601 (Education Building), Harrisburg, Pennsylvania 17126.

A copy of this decision will also be filed with the Secretary of the Comission for its review in accordance with 10 CFR 2.206(c) of the Comission's regulations.

In accordance with 10 CFR 2.206(c) of the Comission's Rules of Practice, this decision will constitute the final action of the Comission 20 days after the date of issuance, unless the Comission on its own motion institutes review of this decision within that time.

Nor. ice is hereby given that by petition dated August 14, 1979, the Public Service Commission of the State of Missouri requested that an order be istued to Union Electric Company to show cause why the construction permit for Callaway Plant, Unit 2, should not be suspended due to downward revisions in ths peak demand forecast for Union Electric which require re-0 valuation of the need for the power from the Callaway Unit 2 facility.

This petition is being treated as a request for action under 10 CFR 2.206 of the Commission's regulations, and accordingly, action will be taken on the petition within a reasonable time.

Copies of the petition are available for inspection in the Commission's Public Document Room at 1717 H Street, N.W., Washington, D.C.
