Messrs. Wolfe, Cheatum and Linenberger July 17, 1979 Page Two with respect to three similar letters, none of these individ-uals have complied with the provisions 10 CFR 52.714 (a) or the requirements of the Board's Supplemental Notice.

None of the individuals " set forth with particularity the interest of the petitioner in the proceeding, [and] how that interest may be affected by the results of the proceeding.

Accordingly, the Board should not admit these individuals as full parties to this proceeding.

We believe, however, that at some future prehearing con-ference or evidentiary hearing, these individuals, at their convenience, should be afforded the opportunity to present their views to the Board by way of limited appearances under the provisions of 10 CFR 52.715 (a).
