EfERGEHCY PLANNING IS. SUES Tne LD0's menorandum of June 11, 1979, establishing the Task Force on Emergency Planning, directed the Tcsk Force, as pa'-t of its Phase 1 cc;4 cities, to develop for Com:issien consideration a list of major issues, provided in the enclosure, that it believes shculd be addresised thrc.'gh rulemaking proceedings.
The Tcsk Force recommends that thene.
iss.es be cc:.siCared for inclusion in the Advance Notice of Proposecd Ruiemaking (;J4PR), wnich OPE and CGC are now preparing.
The Task Force vill also be addressing the issue cf how to best organize the ::RC emer;ency prescredness functions in order to assure precer i:ntenal c:.r. r:ination of tnese functicns and proper exterr.al cco-cinatien wi-.h li:n stes, State and icca.1 gcvemme ts, and other Federsi ag+ncic:,.

In subsequent effort, the Task Force will draw upon the work of the Siting Policy Task Force and will maintain close conta:t with he staffs of the.various NRC TMI groups.
