Title:

Nuclcar Fuel Division Quality Assurence Program Plan

'g cet Date:

Scptember 1979 Criginating Organization: Westinghouse Electric Corporation Paicaed by:

Quality Assurance Branch SU N RY OF TOPICAL REPORT Topical Report WCAP-7800, Revision 5 describes the quality assurance (QA) program which Westinghouse applies to the design, procurement, and manufacturing activities, within Uestinghc use's scope of work, for nuclear fuel asscablies and associated reactor core compcnents.

WCAP-/800, Revision 5 ccr. nits 'lestinghouse to comply with the requiremmets of Appendix B to 10 CFR Part 50 and to follow the regulatory positions provided by the NRC in Regulatory Guides 1.28 (June 1972),1.38-Revision 2 (Isay 1977),1.58 (August 1973), 1.64-Revision 2 (June 1976),1.74 (February 1974), 1.88-Revisica 2 (October 1976), and 1.123-Revision 1 (July 1977) as well as ANSI Standard II45.2.12 (Draft 3, Rev. 4, February 1974) as documented in Appendix III in the ieport.

'lestinghouse has provided for our evaluaticn a detailed organizational description of those individuals and groups involved in carrying out activities required by the QA program and a delinea tion of duties, responsibili ties, and authority of those organizational el

/

.3 involved in the QA program. WCAP-7800, Revision 5 contains a description of.he naasures used to carry out the ',-lestinghouse QA program activities and dr scribes how applicable requireaants of Appendix B will be satisfied by the ed, 'nistration and impicncntation of these measures in QA manuals and procedures.

SU"FAR( OF REGULATORY P!ALUATION We have evaluated tr.e QA pet ; ram and the arcani7ations responsible for QA func tions as described in WCO.P-7800, Rcvis f or. 5.

'le find that QA policy and direction originate at ?.n acceptably high cenage. int level and are effectively cc~ :unicated to other parts of the organiza tion.

Those perfor.aing QA functions have responsibility and authority c~aensurate with their duties in irplcmenting the QA program. We also find that measures have been established, to be imple:.. anted by written procc fures and instructions, which address each of the criteria of Appendix B in an acceptable.annar.

Based on our review and evaluation of WCAP-7800, hvision 5, we conclude that:

1.

The organizations and persons performing QA functions within Uestinghouse have the required indeperGae and authority to ef fecti'.ely orry out the QA program m - ;ut undue influence fro *n those directly responsible for cea t and schedules.
