Guibert, CCM, "aher, CCM, Crutchfield, NRR and IE have separately asked for information on the distribution of operating experience documents to "etropolitan Edison and General Public "tilities, particularly concerning the avis-Besse event of September 24, 1977. On most occasions, the infomation was requested urgently and was given by telephone.

I believe it useful to document this information for all concerned.

The September 24, 1977 event at avis-Besse was reported to the.RC by Toledo Edison on :ovember 7,1977.

It was called Licensee Event Report (LER) 77-016/01T, indicating that it was an event requiring pecmpt notification..ieports recuiring prompt notification are to contain a full narrative description bf the event as well as a ccmouter input fo m (LER form) which contains an abstract describing the event and its cause as well as additional information. On a monthly basis, computer abstracts of all events entered into the computer are sent out free of charge to all requesters. Several different sorts of the infomation are available, the most comon being by facility. The monthly report containing LER 77-016/01T was discatched on Oecember 13, 1977. The cover page and the page containing the abstract are attachment 1.

'~r. N. Brown, Training Administr.ator at TMI, gets a special monthly printout of events at all PWRs and another special monthly on events caused by personnel errors.

The event was also described in a document called Current Events - Power Reactors. This is a bimonthly publication with expanded narratives of events deemed to be of more than passing interest.

It is the second event in the September-October issue which was published in December 1977 (Attachment 2)., The current distribution for this document has four copies going to Iietropolitan Edison:

TMI Site - 1 Copy TMI Site, Unit 1 Superintendent - 1 Copy Brown, Reading - 1 Copy Herbein, Reading - 1 Copy. -

Six copies go to CPU Service Company:

TMI Site - 1 Copy Barton, TMI Site - 1 Copy Hetrick, Reading - 1 Copy Library, Parsippany - 1 Copy Lee, Parsippany - l' Copy Wayne, Parsippany - 1 Copy The writeup in Current Events utilized the full LER report dated October 7, 1977 as well as a supplement dated November 14, 1977.

In addition a correction dated February 3,1978 was submitted. All are attached to this memorandum (Attachments 3, 4 and 5).

Questions have also been asked about the Rancho Seco event 78-001/01T of i' arch 20,1978.

It was included in the monthly report dispatched on June 9,1978 (event 03 on page 115) and was included in Current Events (March-April 1978) published'in June 1978 (Attachments 6 and 7).
