_Part C. - Specific Tasks - The activities to be accomplished under Subtask 7b shall be accomplished in accordance with pages 3-6 hereof.

Part D. - Reports - Section 4. is revised to require the projecth Final Report by the end of January 1981.

Regarding ARTICLE II - PE_RIOD OF PERFORMANCE The " Period of Performance" is revised to read fifty (50) months vice thirty-seven (37) months. A completion date of January 30, 1981 is hereby established.

Regarding ARTICLE III - ESTIMATED COST, OBLIGATION OF FUNDS AND COST SHARING Section a. - Remove the amount $302,150.00 and substitute in lieu thereof the amount $639,089.00.

Section b. - Upon execution of this modification by the Government, the amount obligated under this contract is increased by $126,939.00 for a total obligated amount of $326,927.00 vice $199,988.00.

It is estimated that the increased amount (i.e. $126,939.00) is allocated in accordance with pages 7-10 hereof.

Section c. - Remove the amounts $199,988.00 and $102,162.00 and substitute in lieu thereof the amounts $326,927.00 and $312,162.00 respectively.

a Modification No. 3 to Contract No. NRC-01-76-324 Page 3 of 10 DETAILED SCOPE OF SERVICES Contract No. NRC-01-76-324 REGIONAL - INTERSTATE NUCLEAR FACILITY SITING Procedure Demonstration Project PROGRAM A - Initial Demonstration of Regional-Interstate Nuclear Facility Siting Procedure PHASE II - Test Demonstration Program TASK 7 - Test Procedure Amplication of Task 7:

Initiation of the Test Procedure Under Task 7, SSEB is to initiate the demonstration project.

The first subtask 7(a), the determination of need for power for a multistate region, is underway.

The second subtask 7(b), "The Multistate Review of Potential Sites", will be the documentation of a process used by the participating States of North and South "arolina to evaluate Duke Power Company's site selection methodologv co review the resulting slate of 38 candidate sites, to consider one procedure used to narrow that slate of 38 sites down to 10 sites, and to evaluate those 10 sites.

The results of the state evaluation, as well as the input from federal and local agency reviews, will be factored into the final selection of two sites.

The services are addressed in the work elements as follows:

Element la.

SSEB will ask the participating states to develop

" Review Procedures." to be used (1) in evaluating Duke's site selection methodology, (2) in reviewing the slate of 38 sites, and (3) in considering the procedure used to narrow the slate of sites to 10 sites.

SSEB will document the " Review Procedures" that are developed.

Element lb.

SSEB will ask the participating states to conduct the review of Duke's site selection methodology, slate of 38 sites, and narrowing to 10 sites.

SSEB will ask the participating States to note any points where it is necessary to depart from the prescribed Review Procedures.

SSEB will document this experience and provide an appropriate discussion and explanation.

SSEB will assist the participating States to identify and establish preliminary intrastate and intere. tate relationships for the agencies that will participate in the evaluation of the 10 sites selected in Phase 1.

SSEB will document this process.

Element 2b.

SSEB will assist the participating States to identify and develop criteria and specific requirements for the joint review of the 10 sites selected in Phase 1.

SSEB will document this process.

Element 3a.

The SSEB will review the work plan developed by Duke Power for Phase II of the demonstration project.

Phase II of the project is a review of a slate of 10 sites offered by Duke Power Company.

SSEB will ask for state and federal input to the work plan and incorporate it into the Phase II review procedure.

Element 3b.

SSEB will assist the states in developing a procedure designed to enable them to interact effectively with one another, and the federal government when they perform the review of Phase II of the demonstration project.

This procedure will include methods for identifying areas that require additional analysis by Duke Power, the participating States or outside consultants; and, the establishment of uniform review criteria to be used in the public participation program.

Element 4a.

SSEB will assist the states in the development of a public participation plan for the coordinated review and comments on siting issues.

SSEB will document this plan.

Element 4b.

SSEB will coordinate the review of the public partici-pation plan with local officials.

SSEB will assist state and local officials in tailoring the plan to area-specific needs.

SSEB will. document each modification.

Element Sa.

SSEB will assist the states in bringing together Element 3b and 4b and conducting a public participation program.

SSEB will document the public participation procedure and provide an appropriate discussion and explanation of any variation in the procedure.

SSEB will assist the states and public participants in developing a joint summary of recommendations which narrow the slate of 10 sites to the final selection of 2 sites.

Element 6a.

SSEB will evaluate the entire procedure for multi-state review of potential sites and prepare a draft final report for review and comment by NRC.

The report will describe a procedure for States to work together on a regional problem, to evaluate the applicants site selection process and slate of candidate sites.

Element 6b.

SSEB will review comments on the draft report and prepare a final report.

The following timetable will be utilized to target each element of the demonstration project.

In addition, meetings will be scheduled on a quarterly basis to review, with NRC and the states, the status of the demonstration procedure.

Deliverables will be as noted and submitted to NRC in draft form for review and comment prior to finalization.
