Dear Mr. Abbott:
As you requested in our telephone conversation on July 11, I am enclosing herewith an (unsigned) copy of the stipulation entered into among the Commonwealth, Applicants, and NRC Staff regarding the admissibility of certain letters to and from counsel in jurisdictions outside Massachusetts relating to alternative sites in the Pilgrim proceeding.
I understand from our July 11 conversation that you do not wish to discuss any of the contents of this stipulation or the deliberations which preceded it. Should you now decide that you would like to explore considerations regarding this matter with the NRC Staff, we are quite willing to do so.
So that the contents of this letter and enclosure may reach you as soon as possible, I am sending a copy to the Ropes and Grey telefax terminal, and Mr. Lewald has agreed to have it delivered to you.
