Dear Mr. Grier:

This letter is forwarded to provide prompt notification of Reportable Occurrence R0-79-26/lP as required by the Hillstone Unit 1 Technical Specifications.

On September 14,1979 at 1430 hours0.0166 days
0.397 hours
0.00236 weeks
5.44115e-4 months
a situation, not specifically considered in the safety analysis report or technical specificaticas that required corrective measures to prevent the existence of an unsafe condition, was

. discovered. After a review of control circuitry and logic associated with the 4100 volt breakers and their relationship to the loss of normal power scheme, it became apparent that the failure of a bus tie breaker during certain unit conditions could result in a loss of nomal power to the emergency buses. This situation has been cc ected and further infomation will be included in the required 14 cay follow-up report.

Yours truly, (pd ohn F. Opeka Station Superintendent Millstone fluclear Power Station JF0/PJP:llm
