Glen Ellyn, IL 60137 This report is in response to the NRC Office of Inspection and Enforce-ment IE Bulletin No. 79-19, dated August 10, 1979.

The NASA Lewis Research Center Plum Brook Reactor Facility at Sandusky, Ohio, was decommissioned to a protective storage mode in 1973. The facility is licensed to store byproduct material under BPM License No. 34-06706-03 and to possess but not operate the two reactors under licenses TR-3 and R-93 (Docket Numbers 50-30 and 50-185, respectively).

No operations which could generate significant volumes of low-level radio-active wastes are permitted. There have been no low-level radioactive waste shipments from this facility since March 1974 There has been no significant generation of solid wastes since that date, nor should there be as long as the protective storage mode is maintained.

During the period from January 1978 through June 1979, there were two occasions when low-level liquid radioactive waste was generated due to rain-water leaks to contaminated areas. On both occasions this waste was cleaned up and disposed of by evaporation. The total radioactivity in each case was about ten (10) microcuries of by-product material. The leaks were repaired.

Since we do not plan to generate any low-level radioactive wastes under the standby, protective storage conditions, we do not plan to take any other actions specified in IE Bulletin No. 79-19.
