Management Meeting, June 6,1979 This letter refers to the meeting attended by yourself and members of your staff, members of the NMSS Division of Fuel Cycle and Mate-f al Safety staff, and members of my Region I staff which was held at your request in the NRC Region I Office on June 6,1979.

The main purpose of the meeting was to discuss items of noncompliance 1, 2, 3 and 6 resulting from Inspection No.

70-135/78-25.

During this meeting, you also announced that effective June 15, 1979, Mr. E. M. Benson will be the Manager of the Pennsylvania Operations.

The subjects discussed at this meeting are included in the Office of Inspection and Enforcement Meeting Summary which is enclosed with this letter.

It is our opinion that the discussion of the requirements of License No. SNM-145 concerned in the items of noncompliance was beneficial.

During the discussions, no additional information was presented which would justify the withdrawal of any of the items of noncompliance or the change of the severity of item 3 from the infraction to the deficiency level.

Concerning items 1, 2 and 6 of Appendix A to our January 26, 1979 letter, please submit to this office by June 29, 1979, a written statement or explanation in reply including:

(1) corrective steps which have been taken by you and the results achieved; (2) corrective steps which will be taken to avoid further items of noncompliance; and (3) the date when full compliance will be achieved.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosures will be placed in the NRC's Public Document Room.

SUMMARY

OF MEETING WITH BABC0CK AND WILC0X ON JUNE 6,1979 On June 6,1979, representatives of Babcock and Wilcox Company, Nuclear Materials Division, Pennsylvania Operations, met with members of the NRC NMSS Division of Fuel Cycle and Material Safety staff and memoers of the NRC I&E Region I Office staff to discuss items of noncompliance 1, 2, 3, and 6 of Appendix A to the Region I letter to the licensee dated January 26, 1979. The attendance list is attached as Appendix A to this summary. The meeting was held at the request of the Pennsylvania Operations.

The licensee orally presented their views and reactions concerning the individual items of noncompliance and their understanding of the license requirements involved with the individual items of noncompliance. These were discussed at length among the participants in the meeting.

During these discussions, no additional information was presented which would justify the withdrawal of any of the items of noncompliance or the change of the severity of item 3 from the infraction to the deficiency level.

The licensee indicated that they would reply to items 1, 2 and 6 of Appendix A to the Region I letter to the licensee dated January 26, 1979 by June 22, 1979.
