Enclosed is our final response to C. E. Murphy's July 11, 1979, letter, RII:WPK 50-553/79-07, 50-554/79-07, regarding activities at Phipps Bend Nuclear Plant which appeared to have been in violation of NRC regulations.
We have reviewed the subject inspection report and find no proprietary information in it.

This report responds to the following Notice of Violation described in50-553/79 Appendix A of IE Inspection Report RII:WPK This is the final report on these infractions.

Noncompliance Item - Infraction -
As required by 10CFR50 Appendix B Criterion V and implemented by Phipps Bend PSAR Paragraph 17.1A.5, activities affec A.

Corrective Steps Taken to Avoid Further Noncompliance Quality Control Welding personnel operating the weld material issue stations have been required to confirm complete knowledge of CEP 12.01, " Control of Measuring and Test Equipment."
Emphasis has been placed on the necessity of their continually monitoring oven thermometer recalibration due dates. They have been instructed to discontinue use of each electrode oven before the arrival of its recalibration due date and to tag that oven "Out of Calibration - Do Not Use."

Noncompliance Item - Deficiency - 553-79-07-03 and 554-79-07-03 As required by 10CFR50 Appendix B, Criterion IX and implemented by B.
Phipps Bend PSAR Paragraph 17.lA.9, measures shall be established to assure that special processes including welding be accomplished using qualified procedures in accordance with applicable codes.
Paragraph QW-201.1 of ASME Section IX requires that Welding Pro-cedures Specifications must list specific facts involved in qualifying a weld procedure specification.
Contrary to the above, on June 28, 1979, the code required spe.cific fact, (nonessential variable), " width, frequency, or dwell time of oscillation" was not addressed in Welding Procedure.
Specifications for the Gas Tungsten Arc and Gas Metal Arc Velding Processes.
This is a deficiency.
Response

Corrective Steps Taken and Results Achieved The referenced nonessential variable QW410.7 of ASME Section IX,
" width, frequency, or dwell time of oscillation" exists for welding in which a machine controls this variable.
Please refer to ASHI Section IX and AWS A3.0 for definition of these However, to avoid conflict, we have amended the TVA terms.
General Construction Procedure Specification, G-29, to allow no oscillation unless specified for automatic welding.
