SUBJECT:
TMI-l REACTOR VESSEL MATERIAL SURVEILLANCE PROGRAM (TAC 11376)
The reactor vessel material surveillance program regulred by the Technical Specifications for TMI-l is dependent upon the successful operation and reasonable utilization of TMI-2 as a neutron fluence source.
Since the TMI-2 event, the irradiation of material samples for TMI-l is affected in that the time period to retrieve these samples and the TMI-2 outage is unknown. The TMI-l Technical Specification specifies a schedule for capsule insertion and withdrawal based on the TMI-2 operating cycles.
Based on the above conditions, we request that you review the TMI-1 beltline surveillance program and prepare an acceptable technical position for the future NVT requirements for the material samples.
Your review should also include whether the loss of or delay in irradiation of the samples in TMI-2 will affect other facilities. This technical position should be formulated within 45 days of the aboite date so thaTample tiine~is ' allowed for corFective action.
