Dear Mr. Helfman:
This is in response to two requests, that I understand were made during the depositions of Paul Collins and Bruce Boger, for the operator licensing test scores of two supervisors and two operators involved in the TMI-2 incident.
In response to these requests, the test scores for each of the four requested irAfviduals are enclosed. The identities of the individuals taking the exam-inations have been deleted.
For your infomation, NRR considers the requested documentation to involve personal privacy and maintains these records in confidence in Privacy Act System of Records NRC-16, Facility Operatar Ucansee Records File (10 CFR Part 55).
In response to a recent Freedom of Information Act (F0IA) request, the NRC furnished the test scores to its public document room but with the names of the individuals deleted.
It was determined that them was no overriding public interest to be served in that instance by disclosing the identity of individual operators to the requester and that such disclosure would be a clearly unwarranted invasion of personal privacy. The requester was informed that the names of the reactor operators were being withheld from public d..:losure pursuant to exemption 6 of the FOIA (5 USC 552(b)(6)) and 10 CFR 9.5 (A)(6) of the Commission's regulations.
I hope that the furnished infomation is responsive to your request and fully sufficient for the President's Commission's purposes. Should you conclude that it is necessary for you to be able to associate reactor operator identities with their test scoms, I shall be happy to discuss with you how that can best be accomplished.
