SUBJECT:

SUMARY OF MEETING TO DISCUSS EXCLUSION AREA AND EMERGENCY PLANNING A meeting was held on July 11, 1979 in Bethesda, Maryland with representatives of the applicant. The meeting was held at our request to discuss the offshore exclusion area boundary for Pilgrim Unit 2.

During the meeting, discussions were also held on the subject of emergency planning. The meeting attendees are listed in the Enclosure. The meeting is summarized as follows.

Exclusion Area We stated that the exclusion area boundary defined in the PSAR for Pilgrim Unit 2 teminates at the shoreline of the site. We requested that the applicant define a boundary over water. We also requested that the applicant discuss how it plans to have the authority to determine all activities, including exclusion or removal of personnel, from the portion of the exclusion area over water. With regard to the latter request, tk 'policant stated that it has existing arrangements with the U. S. Coast Guaro (in connection with the existing Pilgrim Unit 1) to implement the required degree of control for an exclusion area over water.

The applicant stated that it would establish an exclusion area i:oundary over water.

It requested infomation from us regarding how we would evaluate the acceptability of the boundary it establishes. We stated that in addition to the matter of control discussed above, we would evaluate the meteorology for the boundary to detamine if the calculated doses at ths boundary due to postulated accidents were within the guidelines of 10 CFR Part 100. We also stated that the applicant can either choose to calculate X/Q values with the meteorological data based on the previously used direction independent model or with the new direction dependent model described in draft Regulatory Guide 1.145. The applicant stated it would inform us on how they plan to proceed on this matter.

Aug 17 ;g79 Emercency Planning The applicant asked whether the current NRC emergency preparedness task force effort has resulted in any new requirements in this area which need to be addressed on the Pilgrim Unit 2 CP application. We stated that no additional requirements had been established yet. We sttted that some of the measures being considered include planning for protect've measures up to a radius of ten miles in the event of an accident and establishment of an emergency control center.

In response to a question, we stated thht the Emergency Plan of the Commonwealth of Massachusetts, which is being reviewed by our Office of State Programs, has not yet received NRC concurrence.

The applicant also provided information regarding certain aspects of its existing emergency plan for Pilgrim Unit 1 in response to our questions.
