7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-293 BOSTON EDISON COMPANY NOTICE OF GRAN11NG OF RELIEF FROM ASME SECTION XI INSERVICE INSPECTION TESTING) REQUIREMENTS The U. S. Nuclear Regulatory Connission (the Conmission) has granted relief fron certain recuirenents of the ASME Code,Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components" to Boston Edison Conpany. The relief relates to the inservice inspection (testing) progran for the Pilgrin Nuclear Power Station (tba 'acility) located near Plynouth Massachusetts. The ASME Code requirene..ts are incorporated by reference into the Connission's rules and regulations in 10 CFR Part 50. The relief is effective as of its date of issuance.
The relief consists of relief requested under the provisions of 10 CFR 50.55a(g)(5)(iii) for certain punps and valves and specific ASME Section XI requirenents that are considered to be impractical.
The request for reliaf complies with the standards and requirenents of the Atonic Energy Act of 1954, as anended (the Act), and the Connission's rules and regulations. The Connission has nade appropriate findings as required by the Act and the Connission's rules and regulations in 10 CFR Chapter I, which are set forth in the letter granting relief. Prior public notice of this action was not required since the granting of this relief fron ASME Code requirenents does not involve a significant hazards consideration.
The Connission has deternined that the granting of this relief will not result in any significant environmental inpact and that pursuant to 7909180 $]S '
7590-01 8 10 CFR 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with this action.
For further details with respect to this action, see (1) the requests for relief dated April 13 and July 24,1979, and (2) the Commission's letter to the licensee dated August 15, 1979.
