This is in further response to your letter dated April 10,1979, in which you requested, pursuant to the Freedom of Information Act, all documents and communications in possession of the Nuclear Regulatory Commission relating to the Three Mile Island Nuclear Generating Station Units 1 and 2.
The document listed in Appendix A to this letter is being placed in the NRC Public Document Room (PDR), 1717 H Street, N.W., Washington, DC.
Portions of document 1 of Appendix B are being withheld from public Act (5 U.S.C. 552(b)(7)(C))ptions (7)(C) of the Freedom of Information disclosure pursuant to Exem and 10 CFR 9.5(a)(7)(iii) of the Commission's regulations, because disclosure of the information would constitute an unwarranted invasion of personal privacy.
Portions of document 2 of Appendix B have been deleted in order to protect the personal privacy of the individuals involved.
The deleted information consists of home telephone numbers or home addresses, which represent approximately -95% of the deletions; the names of private citizens (where other personal information is involved); the names of individuals who may have been exposed to radiation; and the names and other personal information concerning reactor operators where that information is directly associated with their operator examination test scores.
Because disclosure of the information would constitute a clearly unwarranted invasion of personal privacy, it is being withheld from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6) of the Commission's regulations.
Portions of document 3 of Appendix B are being withheld from public disclosure pursuant to Exemption (7)(D) of the Freedom of Information Act (5 U.S.C. 552(b)(7)(D)) and 10 CFR 9.5(a)(7)(iv) of the Commission's regulations because disclosure of the information would reveal the identity of a confidential source.

The non-exempt portions of Appendix B documents have ~been placed in the PDR.
Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that it production or disclosure is contrary to the public interest. The persons responsible for the denial of portions of document 1 of Appendix B are the undersigned and Mr. David G. Flanders, Chief, Freedom of Information-Privacy Acts 3 ranch, Federal Bureau of Investigation.
The person responsible for the denial of portions of document 2 of Appendix B is the undersigned.
The persons responsible for the denial of portions of document 3 of Appendix B are the undersigned and Mr. Victor Stello, Director, Office of Inspection and Enforcement.
These denials may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter.
As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commissidn, Washington, DC 20555 and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."
As agreed in a telephone conversation with Ms. Carol Ann Reed of my staff on August 23, 1979 you limited the scope of your request dealing with Unit 1 documents to those publicly available since the Unit 2 i ncident.
Enclosed is a listing of these documents.
The documents can be purchased for eight cents ($0.08) a page by directly contacting the PDR.

I am writing to request parsenal access to copies of all documents related to Three Mile Island 1 (NHC docket number 50-289) and Three Mile Icland 2 (50-320) from March 28, 1979, forward. This request is made under 5 U.S.C. 552 et seq., The Freedom of Information Act.
This request extends to all correspondence and memoranda filed with the commission in Washington, D.C.la, Bethesda, Md.; and its Region I office in King of Pruss Pa. It also extends to all inspection reports, investigatory reports and interviews. If the interviews are recorded electronically, either a copy of the tqpe or a transcript would be acceptable.
If there are any fees for searching out or copying the information I have requested, please inform me.
If any part of this request is denied, please inform me of your appeal procedures.
