Dear Mr. Hurst:
This is in response to your letter concerning the discharge 'of radioactive
.wa*er from the Three Mile Island (TMI) facility into the Susquehanna River.
To date, no highly contaminated water from within the Unit 2 containuent or primary systen has been processed or released into the Susquehanna River.

Prior to any processing or release, Metropolitan Edison will be required to evaluate alternate methods of water cleanup and disposal or discharge.
The plans and alternative analysis developed by Metropolitan Edison will receive a detailed review Dy the NRC in order to ensure that liquid waste processing and disposal or discharge operations will be within tne limits i
specified in our regulations. All of the written material associated with this review will.be made available to the public. An example is the NRC analysis of-the processing of the contaminated water in the auxiliary builoing j
which is enclosed for your information.' ~
The NRC' has approved a THI procedure which permits the release of liquids con-I taining only low or nondetectable levels of radioactivity 'to the Susquehanna.
As a result of these releases, the levels of radioactivity in the Susquehanna are indistingu'ishable from existing background levels at public water supply intakes from the river. This has been confirmed by independent measurements -
l made by the NRC, Environmental Protection Agency (EPA), and the Consonwealth j
of Pennslyvania.
A.sunnary of the liquid releases and resultant environmental impacts and doses 1
to-the public from Ma'rch 28 through May 11,.1979, is enclosed. Tnese releases i
have resulted in doses to the puDlic which are far below th'e applicaole annual design objective dose limits of 3 millires to the whole oody or 10 millireu to any organ, as found in our regulations, Appendix I to 10 CFR Part Su. THI
. procedures require that the NRC be notified prior to any liquid releases to the Susquehanna. In addition, the Comonwealth of Pennsylvania is providea with a summa obr 91a on a daily oasis.
