Dear Mr. Scherer:

To date all our information on your reload methodology has come from reload applications and responses to requests for additional information on reload applications.

Such information tends to be fragmented and lacking in con-tinuity, making it difficult for us to appraise the overall correctness of your methodology.

We therefore request that CE submit a topical report on reload methodology.

In the prepara' tion of this report you should strive to achieve the following objectives.

1.

This report should aid in improving the efficiency of reload reviews.

Several ways this can be achieved are the following:

a.

All reload methodologies which are described in other CE topicals should be referenced to show the interconnectivity of your methodologies, b.

Questions which arise frequently in reload reviews should be addressed generically.

c.

Any decision making guidelines normally used in reload analyses should be described.

d.

Results of sensitivity studies should be tabulated to provide a means of detecting gross errors, should they occur.

2.

The format should be designed to provide a mechanism for updating methodology documentation as changes and improvements are made.

This topical report should discuss the following subjects:

1.

Criteria used to assess the impact of fuel design modifications.

2.

Method for assuring approximate core symmetry after reload shuffle.

Criteria for determining core material compatibility.

4.

Method for computing nuclear and thermal-hydraulic parameters including references to all relevant topicals.

5.

An estimate of the conservatism inherent in computational nethodologies should be given.

It is desirable to have this even if the conservatism cannot be demonstrated for all core configurations.

6.

A listing of the variations in safety related equipment from plant to plant and the impact of these variations.

7.

A description of the criteria to detemine whether or not setpoints should be recomputed for a given reload.

8.

A description of the nethodologies used to compute the impact of plant transients and accidents including references to all relevant topicals.

This should include a descriptior, of the range of cases exciined to assure that the worst case is indeed considered.

9.

The criteria used to detemine whether or not a given transient or accident requires reanalysis in a given reload.

Sensitivities of transient and accident consequences to all significant input parameters should be indicated.

lle believe you can prepare a reload methodology topical report within a few months. Other vendors have already submitted similar reports, and we wish to have the CE report submitted in a timely fashion. Please contact us if you have any questions.
