SUMMAkY OF MEETING HELD ON JULY 26, 1979 TO DISCUSS A TOTAL LOSS OF RCS FLOW RPS TRIP The meeting was held at the Cormiission's offices in Bethesda, Maryland on July 26, 1979. A list of attendees is given in Enclosure 1.
The licensee had requested the meeting to discuss his intentions to install a new RPS trip to protect against the total loss of RCS flow event.
After opening remarks, BG&E (Holland) presented the Enclosure 2 description of the proposed modification.
In the pursuant discussion, the NRC (Burdoin) requested that SG&: make sure that the seismic qualification of the equip-ment meets the plaat location requirement of IEEE-344.
It was further pointed out (Chen) that seismic testing must be performed with the equip-ment energi:ed. We requested the seismic test data be a portion of the amendment request submittal.
BG&E and CE (01 son an. Cruse) taid this change would be first installed in Unit No. 2 in the fall of 1980.
They requested our evaluation be completed in early (January or February) 1980. We can expect their submittal in November 1979. The modification will siso be for Unit No.1 Cycle 6 (fall of1981).

f Proposal For P.eactor Ceolant Lev Flow Menitorine As a means to provide greater accuracy and faster respense in the total loss of ecolant flev trip set point, the folleving cyste:

Presently, the reacter ecolant fiev is monitcred by AP signals across each steem generater. As a =cre sensitive indicater of reaeter coolant flow, it is proposed to monitor the speed of each reactor ecoling p=p in addition to the retentien of the precent flov =cnitoring sy.stes.
Since the speed of the induction type reactor eccling p=p =cter is prepc-cional to the electrical supply frequency within the range of c0 to 57 H:., the =cter speed can effectively be =enitored by underfrequency relays. One underfrequency relay per :oter vill feed into a 2/4 logic sedule to trip the reacter.
In addition, one u:dervoltage relay per =oter vill =enitor each reactor ecoling p=p bus in case of loss o' a
- cur 13 kV pu=p buses.
The underfrequency and undervoltage relays assceiated with the propcsed systes vill be class II qualified and located at panel 1C15 in the Centrol Roc = (see attached sketch).

Wk ' ' a ***s la,ter equip =ent is not class II qualified, it is =ade failsafe by use of the underveltage relay, e.g. if a pote ' *-ansfomer is lost, resulting in the loss of voltage to an underfrequency relay, the undervoltage relay vill operate to everride the underfrequency relay and place the channel in a trip position.
