Dear Mr. Manchester:

Dr. Harold Lewis has recently been appointed to the Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards. The ACRS is a group of part-time, senior independent advisors required by statute to provide reports to the NPC regarding the safety of proposed and operating nuclear power plants.

To conduct its business, the ACRS meets periodically in Washington, D.C. and at other locations such as proposed nuclear power plant sites throughout the United States.

Since members of the ACRS are full-time employees of other non-government organizations, their permanent duty stations are located throughout the country at various universities, research facilities, etc., and a considerable amount of travel is required to fulfill their assignments as Committee members.

In this connection, it should be noted that the ACRS holds approximately 110 Subcommittee meetings per year and 12 full Committee (3 days) per year.

Members devote an average of approximately 120 days /yr. to ACRS activities.

In the specific case of Dr. Lewis, he does a considerable amount of additional consulting and related travel for other government agencies (e.g., D0D, congressional committees, etc.) and non-government agencies such as his full-time employer UCLA and Stanford Research Institute.

In order to make the most effective use of his time in meeting these heavy travel and work requirements, it is occasionally necessary for Dr. Lewis to combine travel to Washington, D.C. and other east coast locations from his normal duty station in Santa Barbara, California.

In order to nost equitably pro-rate the costs of such trips, Dr. Lewis purchases his round trip ticket (which may involve more than one east coast city) with personal funds and then requests reimbursement from the specific agencies involved, depending on the time devoted to the activities of each agency and the specific related expenses.

Such activities cannot always be predicted with complete accuracy in advance and flex-ibility must be provided to acconmodate revised meeting schedules, etc.

In view of the abcve, Dr. Lewis has requested and HRC reco:rmends that an exception to FPMR 101-41.203-2, be granted Dr. Lewis to permit him to make use of personal funds to purchase tickets costing more than $1C0 SCm;9 79097g f %

Dr. Lewis has agreed and will be required to certify when submitting requests for reimbursement that he is not requesting payment for the same expenses from more than one agency for any portion of such trips. Wher, traveling on !;RC/ACRS business only, he will comply with fiRC regulations limiting use of personal funds in excess of $100.00.
