Dear Hr. Chairman:

The Nuclear Regulatory Commission (NRC) has been engaged in the development of a more explicit policy for nuclear facility decommissioning.

In September 1978 it held a set of regional workshops to review with State officials the specifics of the plan.

A followup set of workshops to discuss tha technical studies completed since last year, a preliminary draft of a generic environ-mental impact statement, and draft proposed rule changes will be held at these dates and locations:

September 12-14, Carolina Inn, Columbia, South Carolina; and September 25-27, Conference Center at Seattle Center, Seattle, Washington.

Each Governor has beeh invited to designate representatives from his staff and appropriate State agencies.

Letters of invitation have also gone to the legislative leadership and public utility commission in each State.

We have planned a tour, for the participants of the South Carolina Workshop on September 11 of Summer I, a reactor under construction and the Barnwell low-level waste disposal facility.

If you or your staff plan to attend the tour, we must know by August 15 because of security and transportation arrangements.

A copy of the letter of invitation is enclosed.
