Impact Testing of Main Feedwater Pipe INTERIM REPORT 3 DATE:

PROJECT: Consumers Power Company Midland Plant Units 1 & 2 Bechtel Job 7220 Status of Corrective Action and Investigation The status of actions in progress for resolution of the subject MCAR is as follows.

1) Be'chtel has received from Crinnell a graph verifying that scmples taken f rom Heat N-32762 spool 1-ELB-2S638-13 .2 (MP-4-ll) were not in the heat-affected zone of the bend. Therefore, it is concluded that low Charpy values were the result of material inconsistency for this specific spool and a generic concern for hot bend sections of pipe having poor Charpy characteristics is eliminated.
2) As stated previously in Interim Report 1, Bechtel has determined that the minimum service temperature for the applicable spools is 70F. Therefore, Grinnell has submitted and Bechtel has approved a supplier deviation disposition request (SDDR) for the following spools from Heat N-32762 which raises the minimum Charpy test temperature from 30F to 70F.

The one hot bend spool associated with this heat, spool 1-ELB-2S-638-13-2, which had previously been identified in Interim Report 2 will be replaced. This particular spool is being replaced due to its uniformally low Charpy test results even though all spools associated with Heat S-32762 would be considered qualified by code as result of Grinnull's acceptable tests at a revised service temperature of 70F.

3) Based on Grinnell's conclusion stated previously in Interim Report 2 Grinnell is in the process of retesting heat L-20479 at 70F and will submit an SDDR upon successful completion of the testing.

Test results are expected from Grinnell by September 12, 1979, and will be reported in the next MCAR report.

Due to the pending disposition of Heat L-20479 the reportable condition of pipe remains uncertain at this time.

Forecast Data for Investigation and Corrective Action The final report is scheduled for October 8, 1979.
