REACTCR START-UP WITH 10W :L;' TIRO:i "CURCE STRE'IGTH i ansmitted herewith are three (3) original and thirty-s even ( 37) confomed copies of a proposed change to the Technical Specifications of License DPR-6.
'~he proposed change incorporates a procedure for reactor start-up in the event neutron source strength is belev that which provides the currently speci-fled minimun count rr.te on out-of-core nuclear instrumentation.
The proposed change is substantially the sane as a change previously approved for a single application (Atomic Energy Cc missicn letter dated April 2, 1965).
The current 31g Rock Point outage is scheduled to end in early October 1979 Due to the length cf this outage, neutron source strenzth is expected to be at or slightly belev the level which would provide the currently specified '*"-
count rate on out-of-ccre nuclear instrumentation. Accordingly, approval of this proposed charge is necessary to support reactor start-up at the end of this outage. Pronpt approval of this proposed change would be appreciated.
This change is classified as Class III pu"suant to the requirecents of 10CFR170.22.
A check for 5,000 is attached.
