Gentlemen:
Haddam Neck Plant Seismic Analyses, I&E Bulletin #79-14 Reference (2), as amended by Ref erence (1), requested Connecticut Yankee Atomic Power Company (CYAPCO) to initiate a program aimed at verifying the accuracy of input information for seismic analyses of safety-related piping.
Subsequent to the receipt of this bulletin, communications with the NRC Staf f have resulted in a more concise understanding of the intent of the bulletin requirements.
As such, CYAPCO has embarked upon a program consistent with our present under-standing, with the following exception:
Insulation around some valves and embedments is extremely difficult and time-consuming to remove and replace.
CYAPCO, therefore, intends to verify geometry and function at locations where removal of insulation would either result in unnececsary personnel exposure or be unduly cumbersome using alternate techniques.
These would include a sampling of components where insulation is most readily removed and a partial inspection of the remaining locations using probes and/or cutting away small portions of insulation.
Favorable results using these alternative techniques yields high confidence from a statistical basis that the existing seismic analyses are valid.
In response to the requirements of Item (1) of Reference (1) and based on subsequent conversations with the NRC Staff, the following information is included as Attachment 1.
(1) A list of the safety-related systems to be examined including their inspection schedule (i.e., 60 days or 120 days).

(2) A list of the design drawings to be used for verification of the accuracy of input information used for seismic analysis of safety-related piping including:
(a) Boundary Diagrams.
(b) Physical piping drawings.
(c) Piping Flexibility and Seismic Analysis Summary Sheets.
(d) Piping Stress Analysis Report.
Other information to be used in the inspection is contained on hanger drawings, valve drawings, and penetration drawings.
Hanger drawings will be used to determine accuracy of support locations and function.
The valve drawings will be used to verify valve weights. The penetration drawings will be used to verif y penetration function.
These documents have not been specifically identified herein, but are available at the Haddam Neck Plant site for your review.
