This letter is to acknowledge receid of your E.jjspphu@) letter which provided infomation regarding organizational charts included in B&W's topical report on quality assurance (B&W-10096A, Rev. 3). The changes described in the text of the letter are acceptable and should be incorporated into the topical report at the next revision.
We note on Figure 3 that the " Fuel QA" block has been X'ed out in black and not mentioned in the text of the letter, while the changes mentioned in the letter are marked on the charts in red.
Please explain the change, if any, relative to the NPGD Quality Assurance organization. -
Also, it has been brought to our attention that there is sme confusion as to the application of the topical report comitments to the safety-related activities i
conducted by the organizations shown in Figures 1 through 12 of the topical report.
It is our understanding that all B&W Divisions are required to comply with the requirements of the NPGD Quality Assurance Program as indicated in Appendix C of the topical report, and we understand the "NPGD Quality Assurance Program" referred to in Appendix C is the quality assurance program described in the topical report.
Thus, it is cur understanding that the NRC Office of Inspection and Enforcement can (and, in fact, should) inspect these organizations for compliance with the topical report comitments. Our view is that whether the requirements are imposed by the topical report or by saae other means (such as by imposition of NPGD QA Specificaticn 1212 for examale) is immaterial.
If our understanding is incorrect, pleasc provide clarification when you respond to the second paragraph of this letter.

Dear Mr. Haass:
In compliance with the NRC letter dated July 8,1977, " Acceptance of Revision to QA Topical Report", we are providing the following information regarding organizational charts included in the topical report.
The attached B&W Corporate Chart shows the following changes:
1.
The President of B&W now reports to the Chief Executive Officer of the J. Ray McDermott Company.
2.
Planning and Technology has been renamed Operations Services and j
now reports to the Executive Vice President of the Power Generation Gro up.

3.
Babcock-Brown Boveri-Reactor now reports ad:ninistratively to the Executive Vice President of the Power Generation Group.
4.
The Nuclear Equipment Division, Nuclear Power Generation Division, and Nuclear Materials and Manufacturing Division, will now report directly

to the Executive Vice President of the Power Generation Group, and the position of Vice President, Nuclear Divisions, will be discontinued.
5.
The Nuclear Materials Division has been renamed the Nuclear Materials s
and Manufacturing Division and has assumed the responsibilities for the Mt. Vernon Works.
6.
A new Materials Group was formed which now has the responsibility for Tubular Products and the Refractories Division.
The Power Generation Gmup Organizational Chart reflects the changes in steps 2 through 5 above.
In addition the following change has t,een made:

Central Management Purchasing has been renamed Barberton Area Group Purchasing.

A Customer Service Department was formed which combines the Nuclear Services Department and the Nuclear Parts Center.

Product Configuration, and Research and Development sections of Engineering have been combined to form Product Development.
3." Personnel & Community Relations has been renamed as Personnel.
The B&W Central Quality Assurance Chart shows the change in organizational title from " Nuclear Materials Division" to " Nuclear fiaterials and Manufacturing Division".
The organizational changes described above de not impact the NPGD 0A Program as described in the QA Topical Report, BAW-10096A, Rev. 3 and will be incorporated in the next revision of the Topical Report.
