Dear Mr. Lewis:
My letter of August 1,1979 requested that you provide a clarification of your reference to a "... bulletin of June 30, 1979" issued in regard to the Davis-Besse plant and referred to in your incoming letter. Your phone conversation of August 7, 1979 with a member of my staff provided the necessary clarification to permit us to reply.
We now understand that you want us to send you copies of the internal memoranda of the Babcock & Wilcox (B&W) organization that were recently discussed before the President's Ccmmission on the accident at Three Mile Island. These memoranda concern an event that occurred at Davis-Besse in late-1977 and was similar to the events at Three Mile Island which led to the accident on March 28, 1979.
Copies of these memoranda are enclosed.
You also inquired during the phone conversation whether failure of S&W to disclose these memoranda to the Commission constituted a violation of 10 CFR Part 21. As discussed with you at that time, this question is currently being reviewed by the Ccamission.
You made two other requests during the phone conversation which we agreed to discuss in this letter. The first dealt with the identification of the various task forces working on Three Mile Island matters and reporting to H. Denton, Director, Office of Nuclear Reactor Regulation.
There are three such task forces. The first of these is the TMI-2 Support Task F1rce headed by R. Vollmer.
Its charter is to handle all licensing activities associated with TMI-2.
The r cond is the Bulletins & Orders Task Force under D. Ross, Jr.
Its charter is to assess all operating reactors in light of the accident at TMI-2 to assure that there is an adequate basis for their continued opera-tion. The Lessons Learned Task Force unaer R. Mattson is to identify and evaluate those safety concerns originating with the TMI-2 accident that require licensing actions and to recommend changes to licensing requirements and the licensing process for nuclear power plants based on the lessons learned.
Finally, with regard to your request to be placec on the Cor. mission's mailing lists for various documents, we have arranged to nave your name added to the ailing list fcr the weekly comoilation of Commissicn press releases.
